6 November 2025, 9:30 – 11:30 | CC1 – Room 1.2

On 6 November 2025, SDGs-EYES is organising a side event at the Smart City Expo World Congress in Barcelona showcasing  how Earth Observation (EO) can help cities to become more resilient in the face of climate-related hazards and contribute to the monitoring of the SDG 13 Climate Action

The event provides a valuable opportunity to present and discuss the outcomes of the project in terms of developing and monitoring SDG indicators using Copernicus data. Working within the pilot areas of Cosenza and Turin, SDGs-EYES developed two services to enable cities to implement mitigation and adaptation strategies, by translating EO data into actionable decision-support tools, and making the cities more resilient to climate change.

The FIRE-TRACE service produced in the Cosenza pilot addresses mitigation by monitoring greenhouse gas emissions from fires in peri-urban and forested areas. This allows local authorities to design land-use strategies and emergency plans to protect urban populations. In Turin, the focus is on urban adaptation. A Heat Health Risk Assessment tool is used, combining satellite, socio-economic and health data to identify vulnerable populations and inform urban planning measures, such as the creation of green and cooling infrastructure.

The SDGs-EYES project also demonstrates how engaging users from the outset improves EO service design, and how these user-driven insights can inform policy, thereby bridging the science–policy gap. Therefore, the event will include presentations from municipal representatives, as well as a panel discussion with municipalities,  EO services and data providers, and broader projects including citizen data on scaling local solutions into broader governance processes.

By bringing together EO experts, urban practitioners and key decision-makers, this session aim to encourage interactive discussions about the crucial role of EO in supporting the SDG framework, the necessity of user-centric tools to ensure effective uptake, and how to transform EO tools into operational resources for end users to drive urban climate adaptation.

AGENDA

6 November 2025, 9:30 – 11:30 | CC1 – Room 1.2

  • 9:30 – 9:40 Welcoming and opening
Technical part

During this section, we will showcase how SDGs-EYES pilots translate Earth Observation (EO) into operational tools that help cities tackle both mitigation and adaptation challenges.

  • 9:40 – 9:55 Presentation and live demo of the FIRE-TRACE service, addressing wildfires in peri-urban and forested areas
  • 9:55 – 10:05 Presentation and live demo of the Health Health Risk Assessment, addressing the rising threat of extreme urban heat.
From co-design to policy uptake

This second part will explore how engaging users early improves Earth Observation (EO) service design, and how those same user-driven insights can be elevated to inform policy, bridging the science-policy gap.

  • 10:10 – 10:40 User perspective. Why co-design with users is central in SDGs-EYES?
  • 10:40 – 11:15 Policy perspective. How to scale what works at local level into broader policy? How to ensure EO-based solutions are embedded into governance processes and local needs translate into service design?

11:15 – 11:25 Wrap up messages

11:25 – 11:30 Concluding remarks
